FACILITIES FOR PERSONS WITH DISABILITIES
In West Bengal, the population of disabled persons are more than 18 lakh (18,47,174) according to the census 2001.There are various schemes and programmes for the upliftment of the status and lifestyle of the disabled persons.
The Act and Rules related to disabilities:
1. Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995
2. National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disability Act, 1999

Government Schemes for Rehabilitation of Persons With Disabilities :
Government has ensured the overall development and progress of Persons with Disabilities by following means:
Providing proper Aids and Appliances to the disabled persons so that they avail all the opportunities and participate in all the normal functions. The schemes are:
(a) Assistance to Disabled Persons for Purchase / Fitting of Aids and Appliances (ADIP Scheme): The objective of this scheme is to provide most modern and scientific aids and appliances to the deserving disabled persons so that they can lead a better and active life.

(b) Providing Training and Education to the disabled persons- Deendayal Disabled Rehabilitation Scheme to promote Voluntary Action for Persons with Disabilities (Revised DDRS Scheme):the objective of this scheme is to provide complete rehabilitation by the way of providing proper training, special schools, sheltered schools, home based rehabilitation programmes, human resource development etc. See www.socialjustice.nic.in/ddrs.php for details.
How to get Disability Certificates :
The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1996 provide the guidelines for issuing disability certificates. The Rules lay down that a Medical Board, duly constituted by the Central and the State Government shall issue a Disability Certificate. The certificate issued by the Medical Board makes a person eligible to apply for facilities, concessions and benefits admissible under schemes of the Governments or Non-Governmental Organisations, subject to such conditions as the Central or the State Government may impose.
In West Bengal, Commissioner for Persons with Disabilities coordinates with the Health & Family Welfare Department Government of West Bengal and arranges for Regular Medical Boards, outreach Special Medical camps for issuing Disability Certificates to Persons with Disabilities.
There are total 64 Medical Boards in West Bengal. 18 at District Hospitals, 42 at Sub Divisional Hospitals and 04 at Teaching Hospitals of Kolkata

Reservation to the Persons with Disabilities in posts in Government Establishments :
Section 33 of the Persons with Disabilities Act, 1995 provides for reservation of not less than three per cent of vacancies in identified posts, by appropriate Governments, for persons with disability, of which one per cent each is to be reserved for persons suffering from.
(i) Blindness or low vision
(ii) Hearing impairment
(iii) Locomotor disability or cerebral palsy.
Self-Employment through Loan and Financial support :

The main objectives of this organisation are :
• To promote self-employment and other ventures for the benefit/economic rehabilitation of the persons with disabilities.
• Assist individuals with disabilities or groups of individuals with disabilities by way of loans and advances for the economically and viable schemes and projects.
• Grant concessional finance in selected cases for the persons with disability in the country in collaboration with Government Ministries/ Departments at State level to the extent of the budgetary assistance granted by the Government of India to the company.
• Extent loans to the persons with disability for pursuing general/ professional/technical education for training at graduate and higher levels.
• Assist in the upgradation of technical and entrepreneurial skills of persons with disability for proper and efficient management of production units.
• Set-up training, qualify control, process development, technology, common facility centres and other infrastructure activities in the proper rehabilitation/ upliftment of the handicapped persons in support of their economic pursuits.
• Assist the State-level organisations to deal with the development of the persons with disability by way of providing financial assistance and in obtaining commercial funding by way of refinancing.
• Work as on apex Institutions for canalizing the funds through State Finance Corporations for the Handicapped or through corresponding Corporations authorized by State Governments/Boards set up by Union Government/State Government/ Union Territory Administrations and Voluntary Organisations. The NHFDC will receive proposals for financial assistance through above mentioned organizations and sanction loans and marginmoney to the beneficiaries for disbursement through these organizations.
• Assist self-employed individuals/group of individuals or registered factories/companies/co-operatives of disabled persons in marketing their finished goods and assist improvement of raw materials.
• To develop, operate and implement specific pilot programmes, projects and schemes in India in support of promotions of the self-employment, economic activities of the Handicapped persons, with a view of introducing innovations, technological upgradation and bridging the critical gaps of infrastructure, input supply, output processing and marketing.
• To undertake and/or support technically, managerially or financially, Research and evaluation studies, techno-economic and related surveys, preparation and appraisal of project reports and documents, feasibility and other studies for developing viable programme projects, schemes for the benefit of handicapped.
• To establish, maintain, subscribe or to subsidize or become member of training institutions, research laboratories, research institutions and experimental experiments.

EMPLOYMENT EXCHANGES IN SERVICE OF DISABLED PERSONS :
The Employment Exchanges act as mediator between job seekers and employers. Apart from placement related activities, the Employment Exchanges render vocational/career guidance to the jobseekers. The disabled jobseekers get the following extra benefits than the normal registrants from the Employment Exchanges of West Bengal.
1. They can register themselves in the Employment Exchanges of their jurisdiction to get these benefits. The Special Employment Exchange, Kolkata(6 B.T.Road Kolkata-700002) registers the jobseekers residing within the jurisdiction of Kolkata Municipal corporation. The Employment Exchanges register three categories of disabled persons as physically handicapped on production of Medical Certificates issued by competent authority not having less than 40% of disability.
The Employment Exchanges can arrange for mobile registration camp to facilitate the registration of the disabled jobseekers in the Institutes/NGOs where a number of disabled persons are found willing to register themselves.
2. Disabled persons can register themselves within the age limit 18 to 50 years.
3. They are provided guidance /information regarding disabled training and rehabilitation institutes /NGOs, regarding schemes /programmes organized by government/non government institutes.

In UDIYAMAN SWANIRBHAR KARMANIYUKTI PRAKALPA, the Self Employment Scheme ,monitored and implemented by Directorate of Employment ,the disabled avail following extra benefits:
(i) Candidate aged in the age group 18-50 is eligible for application.
(ii) No income bar for disabled candidates.
(iii) No waiting period.

Under the scheme Skill Development for the Registered Jobseekers, organized and monitored by Employment Exchanges, the disabled candidates get the following additional benefits.
(i) In the Mock tests organized by the Directorate of Employment, the provision for engaging writer for blind registrants is followed as per regulation followed by different commissions while conducting different competitive examinations.
(ii)
A special Skill Development Scheme for development of the jobseekers is going to be implemented soon. Following services will be provided under this special scheme:
(a) Assessing the residual capacity.
(b) Arranging training according to the assessment.
(c) Organising entrepreneurship development for suitable candidates.
(d) Proper follow up for their gainful employment/self employment.
(e) The total process will be rendered free of cost to the disabled jobseekers.

• Out patient clinical services for Occupational Therapy ,Physical Therapy, and Speech Therapy.
• Workshop for the persons with different types of locomotor impairments having fabrication of Orthotic and Prosthetic appliances including calipers, splints, artificial limbs, surgical boots and customized wooden furniture.

The centre provides following services for the welfare of the disabled.
1) Undertake, sponsor or co-ordinate the training of personnel such as Prosthetists, Orthotists, Prosthetic and Orthotic Technicians, Physiotherapists, Occupational Therapists, Multipurpose rehabilitation therapists as well as Doctors, Engineers and all the personnel engaged in the field of rehabilitation of the physically handicapped and conduct research work.
2) Promote, distribute, subsidise the manufacture of prototype designed aids and promote any aspects of the education and rehabilitation therapy of physically handicapped.
3) Develop models of service delivery programmes for rehabilitation.

Regulatory authorities for rehabilitation and welfare of the Persons With Disabilities :

The Office of the Chief Commissioner for Persons with Disabilities has been set up under Section 57 of the Persons with Disabilities (Equal Opportunities, Protection of Rights & Full Participation) Act, 1995. The objective is to safeguard the rights of persons with disabilities. Activities :
(a) Creation of awareness adopting preventive measures..
(b) Taking up with concerned authorities to implement inclusive education for children with disabilities and availability of required facilities.
(c) Taking up with concerned organisations to ensure 3% reservation for person with disabilities on receipt of complaints
(d) Taking measures to identify posts suitable for persons with disabilities.
